On 27 October 2026, President Ruto broke ground for the Devki Group / National Cement Company clinker and cement manufacturing plant at Ngaaie, Mwingi North, Kitui County. The project is valued at approximately Sh70 billion and will be Kitui’s first cement plant.
Expected annual production: 3 million tonnes of clinker and 1.2 million tonnes of cement (starting around August 2027 or mid-2027).
Currently employing about 4,000 workers during construction; more permanent jobs expected.
Will use local limestone, include a 35 MW power plant plus 15 MW from heat recovery, and raise National Cement’s total clinker capacity to 8 million tonnes.
Aimed at reducing import dependence, supporting housing and infrastructure (including future projects such as the planned Dangote Lamu refinery), and creating local economic opportunities.
Devki Chairman Narendra Raval emphasised the decision to locate the plant in Ngaaie to benefit the immediate community.
Ruto linked the project to the government’s industrialisation agenda and local value addition.
